Combined Harare Residents has called for transparency in the allocation of City budget and funds under obtained through loan and proposed procurement procedures to be held under city council to allow free monitoring by the residents.
This was revealed by Loreen Mupasiri Director Combined Harare Residents Association (CHRA) during Water Dialogue Forum held last Thursday in the Capital.
“As we are looking for the budget annunciation as CHRA we recommend transparency and clarity on the funds to be covered by the loan and those also covered by the rate payers money and this will help to avoid duplication of funds so there has to be a clear distinction between the two,” she said.
“We also appeal to the government that tendering and procurement of local authority issues be removed from the government’s hand because its being done under office of the president and finance minister, its against the policy of devotion.”
According to Mupasira City Council should be given the mandate to facilitate tendering procedures and procurement processes in line with the policy of devolution as this will give residents opportunity to monitor the processes. Currently procurement is done under minister of financeans office of the president.
“As CHRA we are suggesting the tendering and procurements be done by the city of Harare while government plays an oversight role and this will also go a long way in allowing residents to have access to monitor.”
The dialogue was a showcased opportunity for residents to air out their grievances with City of Harare Mayor His Worship Councilor Herbert Gomba.
